If a quest is truly irrelevant, offers no story at all, no character development, doesn't add to anything, and is generally not worth your time, then it won't be included.
Seasonal events are content that are generally not available all year round, unless you own the Storybook Collection house item. The large majority of seasonal events are completely disposable: they're often irrelevant, and very self-contained. Skipping seasonal events would not hurt your understanding of the story by any means.
Staff in the past often disregarded chronology when pushing seasonal content. As such, most of them don't have an exact spot to be in the storyline. It is advised to play through them with a high suspension of disbelief, while also ignoring the fact that there's supposed to be a year between chapters.
